Building a Community-Based Tourism Organization (CBTO) with Angel Hands Deaf Catholic Communication

The Department of Tourism Region III (DOT-3) recognizes the importance of inclusive and community-driven tourism development. As part of its continuing commitment to empower local stakeholders and uphold gender-sensitive and socially inclusive practices, DOT-3 initiated the groundwork for establishing a Community-Based Tourism Organization (CBTO) in partnership with Angel Hands Deaf Catholic Communication.
Angel Hands Deaf Catholic Communication is a faith-inspired group composed of deaf and hard-of-hearing members who actively advocate for fellowship, livelihood, and social inclusion. Their unique cultural identity and aspirations align with the agency’s goal of bringing marginalized communities into the mainstream tourism industry. Through the proposed CBTO, members are envisioned to take part in tourism-related livelihood opportunities, training programs, and community-led tourism initiatives.
During the group’s Year-End Assembly, DOT-3 representatives introduced the concept of a CBTO and discussed potential areas for future collaboration, such as skills training, product development workshops, tourism awareness seminars, and participation in regional tourism events. The planned partnership seeks to strengthen accessibility, inclusive communication, and the active participation of deaf community members in tourism programs.
In support of the assembly, DOT-3 provided snacks and shared a Gender and Development (GAD) orientation highlighting the importance of inclusive development and the rights of persons with disabilities in tourism spaces. The session also aimed to foster deeper understanding among members and encourage a safe, empowered environment grounded in equality.
This initial engagement marks a meaningful step toward a collaborative future. By helping establish a CBTO within Angel Hands Deaf Catholic Communication, DOT-3 hopes to support sustainable livelihood initiatives, promote inclusive tourism experiences, and expand opportunities for deaf Filipinos in Region III. The partnership demonstrates the Region’s ongoing commitment to tourism development that benefits all sectors of society, ensuring that no community is left behind.
